The upcoming winter should be milder than the last, leading to lower home heating costs, according to government analysts.
Oil customers can expect to pay 15 percent less to heat their homes this winter than the last one, and 24 percent less if the average temperature is 10 percent warmer than normal, the EIA reported in its annual "Winter Fuels Outlook," published last week.
